From the Community of Democracies Civil Society Pillar Chair and Secretariat, we respectfully propose:
1. The adoption of an open and inclusive selection process for the new Community of Democracies Secretary-General. Following what was agreed upon at the 9th Executive Committee meeting in London, on 13th November, to create an Open Recruitment Call to fill the position of Secretary-General, the CSP suggests to considering a more open and competitive process that allow for all the stakeholders involved in the Community of Democracies to enhance the transparency and accountability of the process.
2. The inclusion of the Civil Society Pillar (CSP) as an active participant throughout the selection process for the new Secretary-General. This involves considering a list of requirements created by CSP members (a profile of an ideal Permanent Secretariat), allowing the CSP to recommend candidates, establishing dialogue spaces with the candidates and taking into account the analysis made by the CSP when the decision is to be taken.
By welcoming global, regional and national civil society organizations, the Community of Democracies members can ensure the selection of a new Secretary-General capable of effectively addressing the complex challenges faced and the initiatives that are part of this global intergovernmental coalition.
We kindly call on Governing Council members to consider this suggestion that upholds the democratic principles and values that the Community of Democracies represents.
